Delphi code for closing and starting a 3rd party program

Hello, We need Delphi developer who can implement following project. The basic requirements include developing a source code with following features: 1) The code must check if one of the programs is running - IE, Firefox, Opera, Chrome, Safari. 2) The code should try to close the program. It must return success or failure result codes. 3) After all, the code must start the same program again. Everything should be done accurate. You should avoid killing process brutally. Additional requirements: Try to close browser in that way, so after restarting browser - all previously opened tabs will be restored. Please avoid writing ‘I can do that’ until you are 100% sure. If you need to clarify any point just let us know. Please mention in your bid: does your solution includes implementation of additional requirements or just a basic part.
