Hi we are a group of Electrical Engineers and can design and build the prototype for you. However, a more detailed proposal is possible after you give details of the project and the number of prototypes that you need built. What I understand so far is that there is an LED blinking with a particular delay and it can be reset by a laser signal which can be read by a photoresistor.
