Correct a miniature PCB layout of 16X16 mm

We have a miniature PCB with a 328p QFN size. We would like to correct on the EAGLE file some design issues we have and also to be able to produce it (for prototyping) using the service of Eurocircuits. So the corrected design you will send us will need to give the minimum possible cost on the Eurocircuits automatic analyzer. Also we require a crosscheck of our design and routing as well as the cross-check of correct vias,pads size etc. Very importantly to achieve the following (and also to see the results by posting the eagle file to the online service of Eurocircuits (STANDARD POOL)): 1. Thickness of PCB need to be 1mm (not 1.55) / Blue color white markings 2. Achieve correct vias size 3. VERY IMPORTANT (needs eagle file correction): Outer layer isolation distance (OL-TT-TP-PP) should be changed in Eagle and be more than 0.096mm that currently is (be preferably 0.125mm. 4. VERY IMPORTANT (needs eagle file correction): Outer layer annular ring (OAR) has to be increased from measured 0.102mm to 0.125mm. 5. What can be the implications of the above changes over the routing and correctness of the board ? 6. Any other comments or corrections for the better are very welcome! 7. An Eagle file will be provided to the delegated person 8. A corrected Eagle file should be returned.
