company facebook page required with fans

I need someone to setup a company page in facebook for me. We want this totally indipendant of any employees or owners facebook accounts. If possible, if not, then please let me know what i should be doing? This is all new to our company "social networking", we would like you to please locate and add a few fans to the page as well so it does not look so empty when we invite our existing clients to join. Not too many just resonable to our budget. Our budget for this project is in the average region 30-40usd. We will supply you with all the required materials like content and images, what are we able to do / add and so forth?, as i said, we are new to this. Our company has competitions, missions/visions all the usual stuff we would like added. This is based on South Africa and the fans should likewise mainly be from South Africa.
