Ad supported free prepaid WiFi Hotspot service

Hello, I need someone to setup/build a cloud based service ( Not looking to use someone else ) where I will be offering ad supported free wifi hotspot system to my clients, customers at varied remote locations thought a P.P.C and P.P.I. as well as "free internet for signing up for trials" or pay per use system. The clients will need to register with their name, email, gender, age, mobile number and accept the T.O.S.. Then they will be redirected to a members area that should look similar to ( [login to view URL]) where they can accept offers to receive points for internet time or pay ( through the payment gateway ) for more time ( ads are to be configured within a main cpannel). for completing offers that will automatically allow the client to surf the web (the more offers they complete the more internet time). I will need and ( ad injecting system ) to make all webpages look Similar to ( [login to view URL] .( also configuable by the cpannel ) so they can continue surfing on the internet. Also every minute or so ( I will need to be able to adjust what ads and the intervals between 30 seconds to 5 minutes etc. though the same cpannel) a P.P.I. such as a 10 second ad or a video ad will pop up. 1.I will need to be able to direct all traffic through a proxy system and hartbeat system so I can continuously monitor and control the all of the hotspots through a system similar to ( [login to view URL] ) within the same cpanel. [login to view URL] router will run ddwrt and and should work similar to ( [login to view URL] ). 3.I will need a to fully customize all splash pages Walled garden, Captive portal, for each clients hotspot location. 4.I need to be able to accept Paypal payments though a gateway or options for other payment systems as well. 5.
