A giant wall(bulletin board) were people pay a fee to post an ad.

A scrollable main page that updates like bing/google images. Page should update after someone post ad instantly. Pay with paypal integration. Just like a forum post, ad posters can change the look of their ad. Ad poster cannot add links inside post. After user post ad it is uneditable. Ads are updated and shows instantly(should be changeable). Ads are clickable and takes visitor to url ad poster chooses. Date/time of post should be shown on Ad. Ad auto-deletes after certain time. Some theme styles. Ads auto align depending on viewers resolution like google images when zooming in and out. Ads should all be the same size. A search bar on top and a feedback link. Search bar default settings should be customizable by me. Search bar should filter out ads(should stay in the same page). Ads should have a thumb up and thumb down that anyone can vote on 1 per ip address. A counter rank # for votes (red if negative, green if positve) should show on the ad. I need to have control of the site(be able to remove stuff, change/add things,size of ads,etc.) This will be a live bulletin board for ads I or others post. I'm not sure what I need to get a site up and running so advice is welcome.
