Hello, I have read through your project scope and looked at your provided images. I think this website would run great on Wordpress. This would provide a very nice and easy to use back-end with which you can manage all videos and users as an administrator. Do you want the uploaded videos to require admin approval? If so, we can also implement this in the back-end very easily. I would setup a custom taxonomy (this is Wordpress term for categories) and then when people suggest a category it will simply notify you and you can add a new category.
