Build a Website

I am looking for someone to improve my website , to be more efficient and professional. the website is : (). It is simply for an educational agent which help students to get university acceptance. firstly the website should provide the users with sing up and sign in/out functionality. It allows the users to enter their information and upload the required files in the application. Also, the user can save and come back to edit or submit their application after providing the required information. the web site should contain the basic links (contact us , how we are, ...etc). The website should provide the user with two options of language: Arabic and English.
