Build a classified website. Don't bid Indian!!!

Hell, i am looking for some one who can build a classified website for me. The site should be global using all countries, all cities and all most original areas. My site should be that people can post their items to sale, buy and rent etc. If you don't know this kind of website functionality, please don't bid!! if you want to win this project, apply with your plans and example similar website that you build. Why i will not hire Indian? Because, i hired and Indian to build this site 10 months ago! And he took advance money from me but he did not give me the site.
