Build an online animated banner maker

Hi everybody! I need somebody that can create for me an online platform where users can use it to create animated banners. For animated banners I mean gif files like this one: [login to view URL] Members should be able to create banners in a easy way, without being an expert on design, every picture should able to have is own animation, text as well. The platform should look like something like this: [login to view URL] The one in the video can't really make animated banners, but it is just to have an idea.
