Hello. as for API. in 4.4 it's now fully implemented. It is just basement to use in future releases (I expect it in 4.5). to use it in 4.4 endpoints have to be developed or it's possible to use WP-API plugin (it's plugin from WP developers and they will use it for future endpoints). Explaining this to you because I've already implemented it in my site. So, I'd be happy to help you with your site. As for theme - i suggest to use ENFOLD theme. It's very modern and has a lot of customizations. Also it's developer-friendly, so it's easy to customize it even with code.
