Bulk emails to be sent, you must have a good opt in list and excellent inbox success

I am a retailer based in Florida USA, I need someone with the ability to send out approx. 1 million emails to a opt in list that we will have already. I do not have a list so this needs to be provided. All emails need to be current and USA based and the deliverability needs to be excellent as too many bounce backs and spam will get my website closed down. I can increase the budget if successful, so if you want a long term relationship it is in you interest to be successful. My budget can tolerate a major campaign so professionals with the ability to upscale to send millions per month are favored.
