Hello, I offer free initial review without any milestones! I have been running ads for local service-based businesses since 2010. I am running Call-Only ads in Adwords for a client and we are getting good results but the client is running the campaigns in the entire US. If you are not getting volume despite bidding appropriately, then either you need to add more keywords or you need to expand your target area. Because Call-Only ads run only on devices that can call, search volume is low. In addition, when people click on the ad, they are given the choice of either placing the call or canceling even though you will get charged with the click (this may not be mentioned publicly but we learned this after discussing with our Google reps). So that means the clicks you see in your account will be slightly more than the calls you receive.
