Need file upload-download function for a script, plus data retrieve from external db

I have a php script that does simple accounting. But, it lacks a file upload, and download function. This is useful to upload receipts for the accounts requiring it. The download function is also needed so that the file can be retrieved at any time. Also, I need the accounting script to retrieve db data into it, it is only a figure amount, from 3 sources. I need this to be done today, so I hope that you can do it and are available.
