We required a linux command line script that processes the attached XML file and converts into a flat CSV/TSV/TXT file (pipe separated).
Preferably we would like to use something such as XMLStarlet (or similar), that we can run from the command line.

We need somebody to create the script (or create the commands for calling XMLStarlet) and also explain in detail how it works, so we can customize if necessary.

I'm talking about the program which accept input file path as command line argument, process it and generate CSV output like you want. Strictly speaking CSV is not good format for such kind of documents because of <info type="text/html"> field and new line characters in it. But CSV allowing to save such data too (but not all program will understand such data)...

we have done xml parsing using perl as well as php
we can create a script in perl to convert xml to csv
