design & manufacture a simple device

I have a simple design of a product which I have attached I want someone who can a) Alter the device and introduce an automatic on/off timer of 3 sets. Hence 1st set, time on 7 minutes, time off 20 minutes, 2nd set, time on 7 minutes, time off 20 minutes, 3rd set time on 7 minutes, then off b) At each on or off the machine should bleep a sound c) There should be an lcd to display the status of the machine. Hence Set 1, On 7:00 (The 7:00 should count down so the user could see how much time is left). The next will be Set 1, Off 20:00, then Set 2, On 7:00 .. so forth d) I want someone to find an enclosure & design/manufacture the pcb. If getting enclosure is difficult I can source it myself and will give you the dimension for the pcb e) I want a quote for about 100 such products FOB f) I want to be owner of all design used to manufacture. g) If you can advice if you could do CE certification that would be great. If not this is fine as I can arrange it locally.
