Create MT4 indicator and EA

I would like to create a simple indicator that reads a file on the local hard drive named [login to view URL], and will display a number from -99 to +99 on the chart window. Then, a EA would use this indicator to place the trades below; If the number reaches 4, a buy should be placed with a limit of 1 open trade and 200points for both TP/SL. If the number reaches -4, a sell should be placed with a limit of 1 open trade and 200points for both TP/SL. Let me know how much time this will take you and if you have any questions.
