Android Flashlight Code -- 2

Hello Everyone, I want to add the functionality of turning the camera Flash LED off and on with a function within an app i am working on. The requirement is that it work with ALL ANDROID DEVICES. Simply setting the Parameters.FLASH_MODE_TORCH will not work on all devices. Problematic devices that I know of are: Samsung Galaxy Tab, Samsung Galaxy ACE 2.2.1, Motorola Droid X, Motorola RAZR. There may be more that I don't know of. What I am looking for is WELL WRITTEN, WELL COMMENTED that will accomplish this on all devices. There should be one function that turns the LED Flash on and one function that turns it off. No graphics need to be designed or done for this application. My budget is $50. Thank you.
