Bluetooth connection app

I want the framework of an app built to evaluate a concept. The app should: 1) Run as a service in the background always. Clicking the APP icon should open the app, but there doesnt need to be a functional [login to view URL] service should be able to launch itself if it somehow gets closed by the user (perhaps it can open on a slow timer, like once per day). 2) The app should periodically (every 30 minutes), turn on bluetooth (if it is not already on), scan for discoverable bluetooth devices, and automatically pair/connect to our bluetooth device. The bluetooth device is one my company makes and controls the firmware on. We want multiple phones to connect with multiple devices seamlessly without having the user interact with the phone. If the app can't find the bluetooth device, it should restore the bluetooth connection back to the previous, and go back to sleep until the next 30 minutes. We will place the device into discovery mode all the time. When the app comes close to the device, it should auto connect in the background. 3) A bluetooth transaction should occur with details not covered by this work. The primary purpose of this project is to assess how seamlessly we can make this app work in the background. The idea is to use the phone to occasionally get some data from our device, silently and in the background, and process it. A successful outcome will be the user not having to interact with the app, the app consuming little to no battery power, and the app can generally be relied on to be running in the background.
