I am extremely experienced in Iphone/Ipad games, and if you check my portfolio you can see 2 games that I made. For the amount you are offering you won't be able to get exactly what you requested, but as a "budget game developer" myself I can help you with the best possible route. If you haven't heard of Gamesalad, check it out. It's an engine that makes things really simple and it works wonders on a game like the one you want to make. I can make you a template in there, and help you get everything up and running, and you can design countless levels and additions to the game with SIMPLE DRAG AND DROP. It is amazing. Also you can get art packs from their store for pretty cheap, 10 or 20 bucks. Some even have the animations you need. If you pick me, this will be my first project on this website, and what I can guarantee is getting you started with a nice template including some startup graphics. My specialty is the mechanics behind the game, so I can get the physics and all that working for you :)
