Android - Enable ''inband ringtone'' on an all android based phones

Simply put the requirements are straightforward. 1. Allow the user to enable "in-band" ringtone capability with a simply tap of a button within an app. It would only need to be done once and never repeated. 2. A pretty image that acts as the background to the app itself - an image that I can create and hand off to you What is an "in-band" ringtone? Well... it is a bluetooth functionality that is generally in the "disabled" position on android devices. When it is enabled, it allows for the users ringtone to be sent wirelessly to a bluetooth device. This is the functionality that we would like to "enable" on all android phoens that download the application. Required: I must be able to own the full source code and rights to the application. You must have previous experience with android on multiple devices and a plus would be being familiar with bluetooth technology programming. Candidate must have an approach defined as to how this can be done prior to recieving the first payment. Payment for the project is negotiable, and this simple app is expected to be minimal effort.
