Android Real-Time License Plate Recognition app

Hi Guys, I'm looking to have a something similar to "Android Anpr Spain Realtime License plate Recognition" android app. Basically it's an android real time automatic licence plate recognition application. The application would automatically detect a plate and check if it's listed in the database to find registration number and other details . If it's there, a picture and the gps location would be logged and the phone user would be notified by an alert with information printed. It would need to work with Indian plates. I will have master resell right on the app. Here's a video example of what I'm looking for...but would need to work with Indian plate number.
