Since you require multiple platforms I suggest to use Xamarin, which so we can write once and it will work on all platforms. 4. Do you need measurement system of units conversion? Or localisation? 5. Who is your users? Do you have apple dev account? (You'll need it to publish your app on appstore) Depending from details and your needs, development could take roughly 3-10 days (hard to say without knowing all of the details). We'll split project into milestones (so you don't need to pay for everything at once and can control the process), also we'll use bug tracker system (I use redmine but we can use yours) to never miss something.
