Develop an android app, Expert required, challenge for those who love challenges

Create an android app which would provide security to people, with three main components and three main features. 3 components are: 1. Speed monitor: measure the speed of user without using internet and set a speed limiter on it. If the limit is exceeded, send text to a mobile number pre entered. This feature of speed monitoring should be active at all the times. (You can say it should run in the background) 2. Voice help: Record the voice of user calling for help on installing and keep the recording on all the time. The recording is kept on all the time to detect the sound of user calling for help. As soon as the user calls for help, a text and a recorded call is forwarded to the person whose number has been provided before. 3. Accident Help(Motion Sensor): This feature would be to detect the accident of the person by using motion sensor and if accident is detected, then send text and recorded call to the [login to view URL] the other two features, motion sensor should also be active all the time.(If you have any other tool to detect the accident, you are welcome to do so.). Other than these 3 components, following features should be there: * Settings for this app should be password protected. * This app could not be uninstalled without use of password. * There should be a system in this app, with which it would do sms recharges after detecting the network provider with the help of phone number. * The last and most astonishing feature is that all the above components and features should work even if the phone is switched off in the similar way as alarm works in a mobile phone. * The mobile phone should switch off when the battery is about 7%, so that the features of this app should work. I know, this is one heck of an app, but, if you like challenges, if you are up for it, we are going to enjoy a lot in doing this.
