What I need is someone who can develop a very simple VB.net function program in MS-VS2010 that can call some dll files created by vc++ for Etrade API. Etrade API provides the dll files and all the other files needed for this purpose online. In particular I need the VB.net program / function to call the Etrade web and do the authentication (Oauth) for loging in and then return a quote. I have already received the consumer key and secret code needed for Oauth from Etrade.

Sounds like you need to invoke remote API calls from within your application using Oauth. I've written C# programs in the past that used to invoke remote APIs exposed by third party (like payment gateways, for example) by sending XML based requests and handling XML response. I will be interested in doing this again.
