Create Whois Server to query from ready made query form

Hi, We would like to hire a developer for the following scenario : Please refer to the attachment, we already have a form that can query our database to provide the output for the whois server. We wanted the developer to do the following : 1. Create a script in PHP that will listen on port 43 (socket) as if it is a Whois Server and put it in [login to view URL] . The script will pass the whois query to our existing form to perform the query and display the output. 2. We will give the full URL of our ready whois form once the developer has been selected. 3. The sample form are as attached image that can produce the output of whois query. 4. The query timeout should be set to 30 seconds. All payment will be escrowed and will only release if the project is in satisfactory. The provider should communicate using Yahoo Messenger to avoid delay in communication.
