Cell Phone App to Block Calls - repost

Looking for someone to create an app that will work on the Android, Windows 8 Phone, and Blackberry. The purpose of the app is to be able to block intercepting calls. The exact function I want the app to do is this...when someone calls the app recognizes the number of the caller, if that number is part of the database in the app it will automatically block the call from ringing on the phone, it will give an automated voice response to the caller, and the app will track on a dashboard the numbers that were blocked and when they were blocked. To my knowledge this sort of app is possible to create on the android, windows 8 phone, and blackberry but is not possible on the iPhone. The appearance of the app is not as pressing right now so much as is the functionality. There will be additional work moving forward in regards to making this app interact with a MySQL/PHP website and the overall appearance of the app if we decide to work with you.
