Creating sections for a website

Dear All, I am in the process of creating a website and I need a couple of things. First is i would like you to suggest to me a free CMS which I can install and then you can start working on it. The second and more important one follows: I need someone who can set up the site into a few sections like "Mutual Funds" "Stocks" etc. and the facility for me to add content on these sections. So essentially after you are done with the project. I should see a list of Sections on the Home Page as a user. As an admin I should see the same sections when i log in from the back end and the option to add pages into one of these sections. After I am done adding the web page, when i click on the section a list of the particular articles that have been added should appear. Once you click on the Headings of the various article the user should be directed to the web page with the particular article.
