Create a html page

I need a webpage similar to the attached image. Page is taken from Youtube. It should allow me to create multiple scrolling rows of images with text description below the image. Each row should have a title as shown in the attached image. Rows should be scrollable in both directions. Page should be easily editable and use style sheets for easy modification. I do not want any database behind the page. All the content will be embedded within the page. Page will be displayed on both desktop and iPad. Display should adjust size accordingly. Each image should be clickable and provide an option to set a link to another page or site. I will provide the site where it will be used later. Project needs to be completed fast by Sunday morning 10am CST US time. I will be selecting a free lancer quickly in next 6-8 hrs. Please do not bid if you cannot turn around the project fast.
