Customer Bad Debt Site

I am looking for an individual(s) to help design a site that will be used for specific trade industries in helping them keep to a minimum the bad debt accrued by habitual offenders. There is nothing currently laid out for the site, so the coder will be starting from ground zero and creating every feature that will coincide with the site. Some of the features that will be required are: Creating/integrating a members only area Moderator/admin features for approving/disapproving entries and accounts Creating tables for items such as Name, Address, Submitted by, etc.. categories Creating Searchable results for each of these categories (i.e. can search for debtor by name, address, phone number, etc.) A good example of the interface that I would like to use for admins/moderators is utilized in vbulletin. I do prefer a php and mysql format, but would be open to other suggestions. This project is not my business, or for lack of a better term, my bread and butter. So, there is no rush on project completion and I am not some sugar daddy with unlimited resources. I'm just someone with limited website design experience that is getting tired of being ripped off by deadbeats and wants to actually do something about it. As I would like the searchable results to be for paid members only, there will need to be some sort of section created for billing as well. If all goes well, I may have some perks for the coder that does the project. I have another site that I would like to finish, but again, have limited knowledge in. I would pass that project on as well for a chance to make some easy money (site is using php). Another perk would be the possibility of sharing a percentage of the first years profits or membership fees generated. Probably won't be much... but at least it's something. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Application will run on a current Windows 2000 Advanced Server, but will need to be run on a Windows Server XP (Web Edition) for future upgrades. Server can also utiltilize any Office Extensions, Adobe Extensions, MySql, etc. If something additional is needed/wanted, let me know and I can probably integrate it into the server. I would prefer that the site can be viewed using almost any browser.
