Convert template to wordpress or Joomla

Hello All, I want to convert my html responsive template to Wordpress OR Joomla and make admin to edit and update the contents of pages. 1) Need all pages to edit and update from Admin panel. 2) Add Portfolio gallery on portfolio page...Need 3 pictures to be shown on main page and when clicks See More...A gallery Opens and show Pictures and their Title in Bottom. Need Awesome gallery for this. 3) Contacts us form should be go to my personal email address. Also need capcha to secure the form so that no fake or spams emails come via site. 4) Need to add Feedback feature on about us page where you see "Our clients" we need to show our clients feedback with thier name and comments. 5) Make sure after wordpress or Joomla it should work as before responsive. Rest we can discuss after selecting the Contractor. My budget for this complete work is under 20$. So only place bids who are really interested in this small Job. No Advance payment please.
