Advice on creating a Linux VM

I need to create VMs of Linux environments for my IT organization, so that we can spin out environments for our developers on a just in time basis. To that end, I need advice and working sample scripts that I can use? to tokenize Linux configuration files and have a bash or ant script to substitute the tokens for the VMs. The right candidate 1. will have extensive expertise building up Linux environments ? 2. know which files need? to be have tokens substitutions for IP addresses, machine names, etc. 3. Know how to create VMs. 4. provide working sample scripts. 5.
