Banner Rotator not working and Payment buttons not showing i

I have a nice manual exchange but it seems to have 2 bugs. Banner Rotator not working and Payment buttons not showing in my traffic exchange [login to view URL] Whom ever fixes this should know a little about traffic exchanges so they understand what I need done. I am sure its just a simple coding problem but I am not that good with php to find it. I would like to be sure its fixed and working the way it should. The script is coded but I have the decoded pages in with it so whom ever fixes can see the paths and correct it as needed One. When I setup things to sell like surf credits the payment buttons are not showing in the members so can purchase them. Two, the banners are not showing in the system. When a client adds a banner it shows in the members but it is not showing in the surf bar like it should and I do not see the banners in the admin so I am not sure if it just needs aproved and I dont have a link or what needs done to fix..
