Auction site scanner and question asker?

? I require a program to be interfaced with a website that will scan an auction website looking for product for sale using the unique item number, price range, or product range. (user changable) the program will then need to ask a question related to that product but no more than once even if the product is relisted. The program will need to be capable of doing this on a continuous basis as new products are listed on auction sites.
