API site for eBay fulfillment outsourcing site.

I'm looking for someone to develop a site for me that allows eBay sellers to outsource their fulfillment operation easily. The idea is that an eBay seller sends their stock to us, and we dispatch it for them. In order for this to work, there needs to be a back-end website where customers can log in and select which items they wish to be dispatched on their behalf - the items will have been sent automatically by eBay. Customers will need to track how much stock they have in our warehouse. They also need to be billed automatically for the items that are dispatched.
