Create a unified user system - media wiki and phpfox

I would like to unify a phpfox (v3!) user system with a wiki (mediawiki) user system, i.e. that when a user is created in one platform, he is immediatly created in the other one, and vice versa. User system needs to be managed in MySQL databases (which exist and have a predetermined structure for both phpfox and media wiki). Later I would like to use that user system to grant access to a third site (which is not a template like media wiki or phpfox, but my own website), and also to enable creation of users there which means there will be three "gates" to create a user, and each creation will be valid for all three, that is not part of the project, I just want to make sure the developer will have that in mind... In your bid please refer to whether this project is possible, and how you're going to go through with it. Please don't bid if you are not familiar with phpfox v3 (v3 is new and very different from different previous versions) and media wiki, and their structure. And PLEASE don't send a long copied message saying things that have nothing to do with the project. Extra details will be sent to serious bidders.
