Add Foreign Language Features like Chinese and Japanese to my Php Smarty Website

On our social network site, where members can send messages to one another, that is in English as you would normally expect. Now, we want to add, on the mail sending message portion, the ability to send messages in characters of Chinese language, Tamil language, Hindu language, Japanese language, Korean language, and the Native European languages of French, Spanish, German, or rest of the native European languages, as the user deems appropriate to his native language background.
