Convert spreadsheet to database

Small Enquiry Exhibits Recording System ??" SEERS West Yorkshire Police require an existing business support system based on a Microsoft Excel spreadsheet to be converted into a multi-user database. The database must include features not present in the spreadsheet, being an audit log of changes, an archiving facility, and the ability to export data. It must be possible to search the database using free text, which will ideally include sounds-like matching. Some reporting forms are currently coded into the spreadsheet, and these should be rewritten to export delimited data so that the final format of the reports may be held external to the database. The system must be capable of running on a generic IP-based network with Microsoft Windows on the desktop and server. An ideal desktop presentation would be through a browser, although a Windows-based presentation and desktop client is acceptable. The system will be needed to support a number of discrete events and working groups, so new instances of the working configuration must be capable of being installed and configured from a CD or central server. Access to the database should be controlled by one person with Administration rights. Other users will be defined by the Administrator, and will be required to log in with a user name and password. Two basic levels of access rights must be allowed: normal user and read-only user. All actions taken in the database must be written to an audit log, which will show the action taken, the user and the time and date. It must be possible to export all of the data from the database as delimited ASCII. It must also be possible to export a sub-set of the data obtained from a search. The underlying database will ideally be royalty and licence free. A complete solution is sought: we wish to have this spreadsheet converted into a database application that may be installed and run from a networked server, without having to buy and install other applications to make it work. This project will be offered on a fixed price basis. There is likely to be further requests for enhancement after the initial work, and these will also be offered for development as bundled releases at fixed price. The IPR and all source code and documentation will be the property of West Yorkshire Police. A copy of the spreadsheet is available for analysis. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Exclusive and complete copyrights to all work purchased. (No GPL, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site). 4) Detailed specification of the configuration of server, database and desktop required to run this application. This must be discussed at the beginning of the work, to ensure that this complies with existing Force standards. 5) Agreement and method for processing further change requests into releases. ## Platform The database to ideally run on a Win 2000 server, although Linux will be considered so long as it can comply with and run on the Force network. The client to run on Win NT or Win XP. Ideally to use a generic browser (meaning that it will work with Netscape or IE or others), using no proprietary extensions. Executable code on the desktop client is acceptable, providing it can run on NT or XP.
