Build a Paid 'ASK' Site on Wordpress. With Membership

Hi there, Im looking for someone who can work for me, on a reasonable price. Details for my project is below. 1. Develop a Paid "Ask" site. 2. Must be on Wordpress CMS. Easier for me to manage it. 3. Payment system is by Paypal or [login to view URL] only 4. 2 payment scheme "Askers" can choose. -$1 per questions answered by email only within 24 hours -$2 per questions answered either by receiving Texts to their mobile phone or by email. Answer to questions will be received within 6 hours or less. 5. Site design is simple. Background all white, with a box in the middle of the site with outline in babyblue color, inside the box will be white. 6. Inside the box, "Askers" need to choose their category or topic related to their questions. Once they choose, they will typed in their questions, there's no limit to how many words, as long as its only 1 questions. When they click 'Submit' , they will be taken straight to a paypal page, where they need to make the payment 1st in order to get their questions submitted straight to our emails. Once payment is done, their questions will go straight into our mailbox ready to be answered. 7. Members must register as a member before buying/submitting questions. They must verify their account too before purchasing. Inside their member profile, all members are able to see their history of past questions and answers. 8. Research for me, which online texting to worldwide mobile number n real time without delay, that is suitable for me, for a reasonable price that can be integrated easily on our site. Very easy project. Btw, the chosen programmer will work with me on a regular basis on this site. So more income for u. As for now, i cant afford to pay a lot just yet. My budget for now is $180 only :) Thank you.
