Convert a Template to a Website

I have two websites that are originally template files from [login to view URL] Both need miscellaneous pages to be modified per the clients wishes (one example would be located at [login to view URL]) That site would need things like a) contact form to be modified to send forms - which need to be formatted to a properly defined email address b) services pages to be set up as defined by client (for example, left sidebar page with main content page having a couple of images within) c) and other light-duty miscellaneous tasks I'm looking for estimates in one of either two forms: a) per page estimate b) hourly rate Please note, the reason I am using Freelancer for this is to save money. However, quality is of the utmost concern to my clients. So ... I am only looking for a small percentage of coders out there. You ideally live in a country which allows you a cheaper cost of living than the United States, however, understand exactly what western culture demands in a final product. Further, you should be able to clearly communicate in English. ... if I had time to explain things multiple times - I would just do this task myself. Finally - if you would like to include a secondary bid for things like a) SEO b) W3C validation, etc... you are encouraged to do so! Thanks, and best of luck!
