Custom CMS needed for corporate service provider - $400~7000

We are looking for a custom CMS and new design for a corporate website. The existing website is www dot sinoinvest dot hk. It is a PHP/html site so updates are being done directly through the code using an html editor. Now we need a custom CMS which will allow employees to update web pages contents from a back end without the need to understand html. However we do not want open source CMS such as wordpress or Joomla. It should be a custom CMS which comes with built-in html editor and preview option that would allow easy modifications. The new website will be built around our new logo which uses the primary colors red and black. The home page will include a newsletter signup box, and will display dynamically links the latest three posts from the blog as well as the latest whitepapers published. The whitepaper section should provide the ability for users to upload new whitepapers through the back end section. The site structure will be a little bit different of the current site, with horizontal menus. We will be providing the header pictures and the full contents at the beginning of the projects for the English version. For the Chinese and Russian versions once site built we will upload ourselves through the back end. Other requirements include: -Keeping the site pages naming structure, in order not to lose previoujs SEO rankings -Multi browser compatibility including mobile browser -Support for non-latin languages (as you can see at current site there is a Russian and Chinese version of the site) -Optional: creating a new theme for the blog based on the new design (current blog is at www dot sinoinvest dot hk / blog) We are looking for a high quality, clean and professional design. If you have done similar sites please provide examples. Please confirm also if your bid includes the blog section integration to the new design or without.
