Directory Listing Website In Joomla CMS

We would like to have someone bid to create a Joomla driven website for local businesses to sign up and create a directory listing for their business in the city in which they are located. People are able to browse the listings for free and contact that business to do business with them. The businesses will pay for the ability to list their company with 2 available tiers, each tier providing more features than the other. Requirements: - Website visitors can sign up and create a free profile that allows them to save their business favorites, view their testimonials, sign up for a newsletter, and track their contact history with businesses. - Businesses can sign up to list their business for a fee (paid via merchant account) and, depending on their package, submit 2-4 ads in various cities, publish business information, photos, and contact information. - Flexibility to add cities although we will start out with 25 cities. - Businesses are searchable by clicking on a city or by entering into a search field by zip code, city + state, or airport code. - Section to highlight new businesses. - Section to highlight featured businesses. - 7 to 10 additional pages/Joomla articles, i.e. for FAQ, advertising questions, about, contact us. - Joomla must be current version and we will require a mockup to be provided to us during the design stage before proceeding to development. We want to stick with using Joomla because it allows us to maintain the website better in a platform that we're familiar with. The work is expected to start within 30 days.
