Command line tool to grap picture from Webcam and save as jpg

I would like a command line tool (rather than an application) that will use standard Windows API and no WFC code that will take a picture from a webcam and save it to the hard drive as a JPG image. It should work with most of the standard consumer webcams on the market like Logitech. I am open to ideas as to a config file or commands to give to the tool to configure the webcam. The purpose is to snap a picture for a web site using PHP from a simple camera, and to be able to display that picture on the web site without any special software from the vender other than any camera drivers. It should no require any vender GUI to make it work. It should be written in C or C++ and work on Windows XP or Windows Server 2003. As an additional requirement, I will need additional instruction on downloading a free C or C++ compilier from the Internet so that I can make additional modifications. I have done programming, but not for Windows OS which is why I am paying for this project. The instructions must be sufficient to compile the above project from the provided source code. All must be written in an orignal way such that I can put it in the public domain, license it thru GPL, or sell it. But it can be very simple if that is all that is needed. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows 2003 and Windows XP professional and Apache server with PHP software to call the command line tool described above.
