CSS Template

We are looking to get a custom CSS/Xhtml compliant template designed. From a CSS Point of view we require the css to have sections in it to handle the following areas of a html page. 1. Header (top of page) 2. Body (1,2, or 3 columns). Depending on the choice of body "div" used 1,2, or 3 columns are able to be used on the page. Footer h1 section h2 section h3 section These three header sections can be placed in any of the 3 body columns. 4. Breadcrumb header (breadcrumb navigation at top of page below header OR bottom of page above footer) Navigation links/section (links down left hand side or right hand side). All these above areas should have a basic design but be easily changed to a new width/height without affecting other pages using a global CSS. e.g. a local CSS file should be able to be used to override SOME values in the global CSS. By this method an individual page using the global CSS file can have custom width/heights (for example) in a particular section and the rest of the values can still loaded from global CSS file. all style commands to be in CSS file not the HTML file. e.g. if a div or other tag uses the relevant id, etc for the css section that portion of the page is added to the html otherwise it is omitted. the design needs to be such that when the html is rendered, the actual text in the body sections are rendered before other sections (even if headers are DISPLAYED before the BODY text, etc). The HTML generated has to 100% pass w3C standards. The CSS should look good and automatically "many" resolutions from 800x600 upwards e.g. no "hard coding" of width/heights.
