Data Base with export function

We require a database to be built that collects customer details and is then exported to a cd and stored. The information must be able to then autorun on the cd when loaded and all information needs to pe printable from the cd. Online security of the data needs to be key as customers are giving us private information. It also has to upload a photo that is used to create a lable depending on the particular service (approx five to choose from). We have an exisiting model that the chosen programmer can look at after signing NDA and are looking to improve and streamline the existing one. We are not programmers and this was written by another third party but it should be easy for a programmer to view the source code and replicate and improve our current system. We require a quick turnaround and in addition may have some website design and building on offer to the right person/orgnisation.
