As a project manager and database specialist for the past decade I know what it takes to get a project done. Building the accounts system will take a considerable amount of time and I would strongly advise against hiring individuals who claim this can be done in less than 15 days atleast. The system required is complex in design but simple in its use and thus needs development and proper testing before even starting with the reports.
