Mass rapid transit system facilitates magnificent external economic benefits, which however, due to divergent expenditure during coordination work, results in disintegration between infrastructures expenditure and the tax revenue incurred. This article proposes using Tax Increment Financing (TIF) to gap the infrastructural expenditure and external tax revenue, so that future gain in taxes that derives from the infrastructural construction can be the financial resource for current construction and project promotions. However, when the central government sets TIF as the application threshold for local governmental funds, the local government may strive to increase its revenue estimates to contest for funds. If the future local development fails to succeed, the budgetary gap shall be bored by future generations, constituting intergenerational inequity. Therefore, this article proposes that the central government should plan explicitly the assessment standard (for the TIF projects) and establish efficient management mechanism. There should also be reinforcement in transparency and risk management mechanisms by local governments.
