Hi, We usually take pictures for reference and sculpt them in Zbrush for a high realistic poly model and make the model topology in Maya for rigging and animation. Don't know about the price - because i don't know what model do you need. I'm a very fast modeler in 3ds max, and I always have a clean topology. I have good experience in both organic and hard edges modeling, high and low poly, UV mapping and preparing the model for another software/engine.
