Business Plan Writer

I am in need of a business plan writer who can write a short business plan of 5 to pages (maximum). The business plan is about expanding a private open university into a semi residential university with 5 offices in Indonesia. The plan will include the setting up of the offices with a computer lab, admin staff, and academic staff and with a budget to promote the university. The budget should not exceed the 1 million dollar limit because the project is based on the availability of the internet. It will include programs and fees associated with enrolling in the various degree programs.
