I propose developing this in Python using the Scrapy framework. I have used this before and it is an effiicient way to develop a scraper. Let me know why you think Javascript skills are required. Note that scraping can be easy or very hard depending on whether the sites in question are open or hostile to scrapers. I have experience with both Python and C/C++ with libxml2 for parsing web pages as well as with creating them (PHP, Python/Django, AJAX, JS, mostly ISes). My database of choice is PostgreSQL with libpq, but friends keep telling me the MySQL interface is just as easy. Are there any more requirements?

I assume that the webpages are similar, and that a scraper can be reused (with minor modifications). I would use python with scrapy and sqlalchemy to scrape the data, and possibly post-process to meet your needs. Duration mainly depends on the how complex the scraping his, and how many different versions of scrapers you will need.
